FY 2010 Senate Appropriations Bill - Defense S&T

The Senate Appropriations Committee has reported its FY 2010 Department of Defense Appropriations Bill to the Senate. This legislation is the companion to the bill that passed the House in July.

Senate Report 111-74 accompanies the Senate bill, also called H.R. 3326, and provides a series of detailed tables outlining the appropriators’ recommendations for the 6.1 Basic Research, 6.2 Applied Research, and 6.3 Advanced Technology Development programs. These tables also provide funding recommendations for various defense science and technology programs. The report is available here . This FYI is based on FYI #102 that reviewed the House bill. As then explained, the “FY 2009 appropriation” figures used in the below calculations are taken from the “Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 - Committee Print of the House Committee on Appropriations on H.R. 2638" that is available here . These figures can be found in Division C of the report language, and represent the appropriated funding for FY 2009. These numbers do not include any economic stimulus funding that was included in the American Recovery and Reinvestment Act. Note that the FY 2009 number refers to the amount appropriated by Congress, and not the original request

A review of the following numbers shows the following:

• In all of the below funding categories, the Obama Administration requested less funding for FY 2010 than the level of current funding. It is important to note that there is considerable earmarking in the Defense Department bill, and administrations usually do not include the funding for these programs in its request.
• In all but two instances, Senate and House appropriators recommended more funding than requested.
• In general, the House-passed bill provides more funding than does the Senate Appropriations Committee’s bill.

The following figures summarize 6.1, 6.2 and 6.3 funding for the three service branches and defense-wide, as well as total S&T funding by service branch and defense-wide. Comparisons are made with the FY 2009 appropriation.

Aggreggate 6.1 Basic Research:

The FY 2009 appropriation was $1,842 million
The FY 2010 request is $1,798 million, a decline of $44 million or 2.4 percent.
The House bill provides $1,931 million, an increase of $89 million or 4.8 percent.
The Senate bill provides $1,785 million, a decline of $57 million or 3.1 percent.

Aggregate 6.2 Applied Research:

The FY 2009 appropriations was $5,113 million.
The FY 2010 request is $4,247 million, a decline of $866 million or 16.9 percent.
The House bill provides $4,927 million, a decline of $186 million or 3.6 percent.
The Senate bill provides $4,605 million, a decline of $508 million or 9.9 percent.

Aggregate 6.3 Advanced Technology Development:

The FY 2009 appropriation is $6,532 million.
The FY 2010 request is $5,605 million, a decline of $927 million or 14.2 percent.
The House bill provides $6,325 million, a decline of $207 million or 3.2 percent.
The Senate bill provides $5,929 million, a decline of $603 million or 9.2 percent.

Total 6.1, 6.2 and 6.3:

The FY 2009 appropriation was $13,487 million.
The FY 2010 request is $11,650 million, a decline of $1,837 million or 13.6 percent.
The House bill provides $13,183 million, a decline of $304 million or 2.3 percent.
The Senate bill provides $12,319 million, a decline of $1,168 million or 8.7 percent.

Total Army 6.1, 6.2 and 6.3:

The FY 2009 appropriation was $3,078 million.
The FY 2010 request is $1,854 million, a decline of $1,224 million or 39.8 percent.
The House bill provides $2,869 million, a decline of $209 million or 6.8 percent.
The Senate bill provides $2,539 million, a decline of $539 million or 17.5 percent.

Total Navy 6.1, 6.2 and 6.3:

The FY 2009 appropriation was $2,160 million.
The FY 2010 request is $1,846 million, a decline of $314 million or 14.5 percent.
The House bill provides $1,970 million, a decline of $190 million or 8.8 percent.
The Senate bill provides $1,995 million, a decline of $165 million or 7.6 percent.

Total 6.1, 6.2 and 6.3 Air Force:

The FY 2009 appropriation is $2,403 million
The FY 2010 request is $2,179 million, a decline of $224 million or 9.3 percent.
The House bill provides $2,357 million, a decline of $46 million or 1.9 percent.
The Senate bill provides $2,361 million, a decline of $42 million or 1.8 percent.

Total Defense-Wide (DARPA, etc.) 6.1, 6.2 and 6.3:

The FY 2009 appropriation is $5,846 million.
The FY 2010 request is $5,771 million, a decline of $75 million or 1.3 percent.
The House bill provides $5,987 million, an increase of $141 million or 2.4 percent.
The Senate bill provides $5,423 million, a decline of $423 million or 7.2 percent.
