FY 2010 Request for Defense Science and Technology Programs

The Obama Administration has sent its FY 2010 budget request for the Department of Defense to Congress. DOD’s total budget would increase by 4 percent to $664 billion.

The Office of the Under Secretary of Defense (Comptroller) produced a 100 page budget justification document, “RDT&E Programs (R-1)” providing considerable numerical detail on the FY2010 request. The below “FY 2010 request” figures are from this document.

The “FY 2009 appropriation” figures used in the below calculations are taken from the “Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 - Committee Print of the House Committee on Appropriations on H.R. 2638" that is available here . at These figures can be found in Division C of the report language, and represent the appropriated funding for FY 2009. These numbers do not include any economic stimulus funding that was included in the American Recovery and Reinvestment Act. A summary of the 2009 appropriations can be seen here .

Two other important notes: the FY 2009 number is the appropriation, not the original request. Also, it is customary for an administration to not include earmarked funding when determining its request for the next fiscal year.

Aggregate 6.1 Basic Research

The FY 2009 appropriation was $1,842 million
The FY 2010 request is $1,798 million, a decline of $44 million or 2.4 percent.

Aggregate 6.2 Applied Research

The FY 2009 appropriations was $5,113 million.
The FY 2010 request is $4,247 million, a decline of $866 million or 16.9 percent.

Aggregate 6.3 Advanced Technology Development

The FY 2009 appropriation is $6,532 million.
The FY 2010 request is $5,605 million, a decline of $927 million or 14.2 percent.

Total 6.1, 6.2, and 6.3

The FY 2009 appropriation was $13,487 million.
The FY 2010 request is $11,650 million, a decline of $1,837 million or 13.6 percent.

Total Army 6.1, 6.2, and 6.3

The FY 2009 appropriation was $3,078 million.
The FY 2010 request is $1,854 million, a decline of $1,224 million or 39.8 percent.

Total Navy 6.1 6.2, and 6.3

The FY 2009 appropriation was $2,160 million.
The FY 2010 request is $1,846 million, a decline of $314 million or 14.5 percent.

Total Airforce 6.1, 6.2, and 6.3

The FY 2009 appropriation is $2,403 million
The FY 2010 request is $2,179 million, a decline of $224 million or 9.3 percent.

Total Defense-Wide 6.1, 6.2 and 6.3

The FY 2009 appropriation is $5,846 million.
The FY 2010 request is $5,771 million, a decline of $75 million or 1.3 percent.
