FY 2010 House Appropriations Bill - Defense S&T

JUL 30, 2009

The House has just passed H.R. 3326, the FY 2010 Department of Defense Appropriations Bill. Accompanying this $636,292,979,000 bill is House Committee Report 111-230, which has 476 pages of the House appropriators’ policy and funding recommendations.

Contained within this report is Title IV, Research, Development, Test and Evaluation, which spells out the committee’s policy and funding recommendations. A series of tables within this section provides the recommended appropriations for the 6.1 Basic Research, 6.2 Applied Research, and 6.3 Advanced Technology Development programs.

There are extensive tables in this section outlining funding recommendations for a host of individual programs. The report can be viewed here . The RDT&E section of this report starts on PDF page 223. The figures and narrative for the Army start on PDF page 227, for the Navy on PDF page 254, for the Air Force on PDF page 272 and for Defense-Wide programs on PDF page 290. There is no overall policy language in this report for any of the Defense Department’s science and technology programs.

The “FY 2009 appropriation” figures used in the below calculations are taken from the “Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009 - Committee Print of the House Committee on Appropriations on H.R. 2638" that is available here . These figures can be found in Division C of the report language, and represent the appropriated funding for FY 2009. These numbers do not include any economic stimulus funding that was included in the American Recovery and Reinvestment Act. Note that the FY 2009 number refers to the amount appropriated by Congress, and not the original request

A review of the following numbers shows the following:

  • In all of the below funding categories, the Obama Administration requested less funding for FY 2010 than the level of current funding. It is important to note that there is considerable earmarking in the Defense Department bill, and administrations usually do not include the funding for these programs in its request.
  • In all instances, House appropriators recommended more funding than requested.
  • In only two cases did House Appropriators recommend an increase in FY 2010 funding as compared to the current year: total 6.1 funding, and total funding for the three Defense-Wide science and technology programs.

The following figures summarize 6.1, 6.2 and 6.3 funding for the three service branches and defense-wide, as well as total S&T funding by service branch and defense-wide.
